The Australian Government has announced upcoming changes to the NDIS to help ensure the Scheme remains fair, sustainable, and focused on supporting people with significant and permanent disability.
At Myhorizon, we understand that change can feel uncertain. Please know these updates will be introduced gradually, and we’re here to support you every step of the way.
Why are these changes happening?
The NDIS has grown rapidly in recent years. These reforms are designed to:
- Protect funding for those who need it most
- Improve consistency and fairness in planning
- Strengthen quality and reduce misuse
- Ensure the NDIS continues for future generations
A new way of planning
From 2027, the NDIA will begin introducing a new planning approach that focuses on how your disability impacts your everyday life.
This aims to:
- Better align your supports with your daily needs and goals
- Provide clearer and more consistent planning decisions
- Help you better understand how your funding works
Changes to eligibility
Over time, eligibility will focus more on how disability affects daily living rather than diagnosis alone.
- New access rules will apply to new participants from 2028
- Existing participants will transition gradually
- New community supports will be developed for those not eligible for the NDIS
Changes to funding
Some funding areas will adjust over time, particularly social and community participation supports.
Importantly:
- Essential supports for daily living and care will continue
- Changes will be introduced gradually, starting from October 2026
What this means for you
If you are already an NDIS participant:
- Your current plan continues as normal
- Changes will happen gradually over time
- You may need to provide clearer information at plan reviews
- New planning approaches will be used from 2027
Provider updates
There will also be changes to how providers operate, including:
- Stronger registration requirements
- Approved provider lists for some services
- Improvements to systems that support safety and quality
Key timeframes
- October 2026: Some funding adjustments begin
- 2027: New planning framework rolls out
- 2028: Updated eligibility rules for new participants
